
David Franklin
Associational Missionary
As the associational missionary, David provides vision and catalytic energy for the region to see community transformation as churches embrace their calling as Great Commandment and Great Commission people. Having previously served on staff in the areas of missions, discipleship, evangelism, spiritual awakening and pastoring, David has a unique background to help churches unite to impact a community.
David has served churches in Georgia, Alabama, and Kentucky, either on church staff or as pastor. He has been most influenced by two spiritual giants: his father, Bob Franklin, and his mentor, Henry Blackaby. Both have helped shape his passion for revival and spiritual awakening.
While David was raised in Alabama, he met a Georgia girl while attending Samford University. He and Dana have been married for 32 years and have five children and two grandchildren.

Steve McCombs
International Missions Coordinator
Steve McCombs is a dedicated ministry and missions leader serving Bartow County, Georgia, with a long-standing passion for strengthening churches and expanding their impact both locally and globally.
As the International Missions Coordinator for the Bartow Baptist Association, Steve works closely with churches to mobilize mission efforts, build meaningful partnerships, and equip leaders for effective outreach. Known for his relational leadership style and steady commitment to the local church, he has spent decades investing in people, developing ministry leaders, and helping churches move beyond their walls to serve their communities with purpose and compassion.

Steve Hicks
Church Planter/Community Engagement Strategist
Steve Hicks is a passionate ministry leader known for his commitment to strengthening the local church and engaging the community. Steve partners with pastors and congregations to support leadership development, outreach, and collaborative ministry across the county.
Steve is also the founding pastor and church planter of Ever Rise Church, a faith community shaped by a vision for spiritual renewal, authentic relationships, and meaningful engagement with the surrounding community. Through both his work with the BBA and his leadership at Ever Rise, Steve is deeply invested in helping churches thrive and reach people in new and effective ways

Victoria Peters
Administrative Assistant
Victoria Peters is originally from Knoxville, TN. She worked for the Department of Defense for 30 years. Most of her career was spent at Dobbins Air Reserve Base, Georgia, where she was the 94th Airlift Wing Commander’s Administrative Assistant and then went on to retire from Air Force Office of Special Investigations, as their Knowledge Operations Manager, in 2013.
Victoria Peters serves as the Administrative Assistant for the Bartow Baptist Association, providing essential organizational and operational support to the association and its member churches. She manages daily office functions, communications, scheduling, and event coordination, ensuring the BBA office runs smoothly and effectively in support of its mission.

Wayne Snow
Technology and Media Creator
Wayne Snow serves on the staff of the Bartow Baptist Association as Tech and Media Creator, where he develops digital content, multimedia communications, and technology solutions to support the Association’s mission and enhance engagement with churches and the broader community. His work includes managing online platforms, visual media, and technical tools that help tell the story of ministry in Bartow County and connect people with the BBA’s collaborative efforts in service and mission.
